A Facebook or Instagram user sees your ad, taps Send WhatsApp Message, and lands directly in a conversation with your WhatsApp Business account. That is a click-to-WhatsApp ad, usually shortened to CTWA.

CTWA does not send the customer to a website or ask them to complete a lead form first. It shortens the path from seeing an offer to starting a conversation. It is particularly useful when a customer normally needs advice before buying: local services, education, beauty and wellness, custom products, B2B solutions, and products that require a recommendation.

This guide starts in Meta Ads Manager and works through the Campaign, Ad Set and Ad levels. The result is a draft you can inspect. The guide stops before Publish, so following it does not start delivery or spend.

Meta changes labels and layouts in Ads Manager. Your country, account history, permissions and ad category can also change the options you see. Judge the setup by its saved business state: the ad must open the intended WhatsApp Business number and no other inbox.

1. Understand the three levels first

A Meta ad is configured at three levels:

  • Campaign sets the business objective, buying type, special ad category and optional campaign-level budget.
  • Ad Set sets the WhatsApp destination, performance goal, budget and schedule, audience and placements.
  • Ad sets the Facebook Page identity, image or video, copy, call-to-action button and WhatsApp conversation template.

A common mistake is choosing the right Campaign objective but failing to limit the messaging destination to WhatsApp at the Ad Set level. Another is leaving Messenger, Instagram Direct and WhatsApp selected together, which can distribute leads across inboxes your team does not monitor.

2. Prepare the account and campaign materials

Have these ready before you build the ad:

  • A genuine Facebook profile that can sign in normally.
  • An existing Facebook Page.
  • Permission to advertise with that Page.
  • A usable Meta ad account.
  • A WhatsApp Business number connected to the Page or appropriate business assets.
  • The correct ad-account time zone, currency and payment owner.
  • One ad image or video.
  • Primary text, a headline and a clear reason to contact you now.
  • A welcome message, up to three useful questions and a human or AI response plan.
  • An approved budget, schedule and delivery market for the eventual campaign.

A payment method is not required to save a draft, but it must be correct before publishing. Check the time zone and currency carefully: some ad-account settings cannot be changed freely after creation.

3. A copyable instruction for your AI assistant

If your AI assistant can control a browser, copy the instruction below and replace the bracketed fields.

You are a Meta advertising browser assistant. In the Meta Ads Manager where I am already signed in, create an unpublished click-to-WhatsApp ad draft for [brand].

Before editing, verify the ad account, account ID, time zone, currency, Facebook Page and WhatsApp number. If WhatsApp is not connected, access is missing, the payment setup is incomplete, or the account is restricted, stop and explain the exact problem. Do not bypass it.

Use the manual Ads Manager workflow. Prefer Engagement, then set the Ad Set conversion location to Messaging apps, limit the app to WhatsApp, and use maximized messaging conversations started as the beginner default. If this account exposes the equivalent WhatsApp setup under Leads instead, record the interface difference and use that path. Do not convert the request into website traffic, landing-page views or an instant form.

Create a draft only. Do not click Publish. Do not change payment methods, increase the budget, widen the delivery area, create a lookalike audience or enable purchase optimization. Explain special ad categories, audience expansion, Advantage+ creative, generative image expansion, music, translation and multi-advertiser delivery before enabling any of them, and wait for my approval.

Before stopping, verify: WhatsApp is the only messaging destination; the Page and number are correct; currency, budget, schedule and location are correct; the button is Send WhatsApp Message; the welcome message and questions preview correctly; and the creative is not incorrectly cropped in any placement. Stop on the final review screen and report Completed, Risks, Interface differences and My required confirmations.

An AI assistant can fill fields and identify inconsistencies, but budget authorization, public delivery, payment and audience expansion are real external actions. The account owner must make the final decision.

4. Open Ads Manager and create a Campaign

Open Meta Ads Manager. Check the selected ad account in the top-left area. Verify the account ID, currency and time zone, not just the business name.

Select the green Create button. If Meta offers a recommended setup and a manual setup, use the workflow that exposes the Campaign, Ad Set and Ad levels so every WhatsApp setting can be checked.

5. Choose an objective that optimizes for conversations

In many current Ads Manager accounts, the common path is:

Engagement → Messaging apps → WhatsApp

Some accounts or lead-focused configurations expose the equivalent path under:

Leads → Messaging apps → WhatsApp

The labels differ, but the test is the same: at Ad Set level you must be able to choose Messaging apps and select WhatsApp as the destination.

Do not choose Traffic and optimize for link clicks merely because a click appears cheaper. The business outcome is a conversation, not a button tap.

For a first campaign, use Messaging conversations started or the equivalent conversation goal. Purchase optimization is an advanced option for businesses that can reliably return eligible purchase or messaging events to Meta and have the necessary account capability.

6. Configure the Campaign level

Check four items.

Campaign name

Include the destination, market, product and period in a private management name, for example:

Customers do not see the Campaign name.

Buying type

Most small and medium-sized advertisers use Auction. Keep the default if it is the only available option.

Special Ad Categories

Declare housing, employment, credit, and any social-issue, election or political category that Meta requires. Never hide a category to regain targeting options.

For one Ad Set, keeping budget at Ad Set level makes the amount easier for a beginner to inspect. A campaign-level budget becomes useful when a deliberate test contains multiple Ad Sets.

7. Limit the destination to WhatsApp at Ad Set level

This is the most important part of the setup.

At Ad Set level:

  1. Set Conversion location to Messaging apps.
  2. Choose Click to message if the interface shows that option.
  3. Leave only WhatsApp selected under Messaging apps.
  4. Select the intended Facebook Page.
  5. Select the connected WhatsApp Business number.
  6. Choose the performance goal that maximizes messaging conversations started.

If Messenger, Instagram Direct and WhatsApp remain selected, Meta may send different customers to different inboxes. A WhatsApp-only sales team should disable the others.

If WhatsApp is missing, check the Page connection, the person's Page and ad-account permissions, business-asset ownership, whether the number is connected elsewhere, and whether the selected objective supports Messaging apps.

8. Set budget and schedule without mixing up the currency

Ads Manager commonly offers:

  • Daily budget: the average you are prepared to spend each day.
  • Lifetime budget: the amount planned across the whole scheduled period.

There is no responsible universal starter amount. Confirm the account currency, budget type, start date and time, account time zone, optional end time, and the number of new WhatsApp conversations your team can handle.

If the team can respond properly to only 20 new conversations a day, buying 100 without a response plan is not growth. CTWA is often limited by response speed and the sales workflow rather than the ad itself.

Saving a draft does not spend money. Costs can begin only after an authorized person publishes, Meta approves the ad and delivery starts.

9. Define who is worth bringing into WhatsApp

Audience controls may include location, age, gender, language and detailed targeting. Do not pile on unrelated interests or create contradictory conditions simply to make the audience look precise.

Answer four questions first:

  1. Where can the business genuinely deliver?
  2. Which languages can the team support in WhatsApp?
  3. Does the product have legal, age or platform-policy restrictions?
  4. Is this campaign acquiring new customers or reconnecting with existing ones?

Begin with a clear audience that is not unnecessarily narrow. Custom and lookalike audiences require a valid data source, privacy basis and exclusion logic. Special Ad Categories may restrict age, location and detailed targeting.

Review whether Advantage+ audience treats a field as a hard control or a suggestion that Meta may expand beyond. Countries you cannot serve, legal age limits and other non-negotiable boundaries must remain strict.

10. Review placements and creative crops

Meta commonly recommends Advantage+ placements across eligible Facebook and Instagram surfaces. A first campaign can use the recommendation, but every preview still needs inspection.

Prepare at least:

  • 1:1 or 4:5 creative for Feed.
  • 9:16 creative for Stories and Reels.

A single landscape image may lose its headline, person or product when automatically cropped for Reels. Review image expansion, automatic music, text optimization and other Advantage+ creative options individually. Generative tools must not change the product, packaging, price or claim.

11. Choose the identity, creative and call to action

At Ad level, first verify Identity:

  • The Facebook Page is correct.
  • The Instagram account is correct when Instagram placements are enabled.
  • The ad uses the business Page rather than a personal identity.

Choose Create ad and upload the intended image or video. Then complete:

  • Primary text: the customer's situation, what help is available and why they should ask now.
  • Headline: a short statement of what happens after the click.
  • Description: optional supporting detail; some placements do not display it.
  • Call to action: Send WhatsApp Message or the localized equivalent.

Do not make unsupported promises such as “100% effective,” “cures in three days” or “guaranteed profit.” Health, finance, employment and other sensitive sectors must comply with Meta Advertising Standards and applicable local law.

12. Design the first WhatsApp screen

The click is not the finish line. The first screen in WhatsApp decides whether the customer sends the first message.

Message template, Messaging template or an equivalent section may let you configure a welcome line, prefilled customer text and frequently asked questions. Labels vary by account.

Use a welcome such as:

Hi, thanks for contacting us. To help you faster, choose the question you would most like us to answer.

Useful question buttons include:

  • Which option suits me?
  • What is included and how much does it cost?
  • How soon can I begin?

Keep the list short and connect every button to a useful next step. A prefilled customer message should sound natural, for example “Hi, I'd like to know which option fits me.” Never use it to fabricate consent, a purchase commitment or sensitive information.

In preview, confirm the button opens the intended number, the welcome message matches the ad's promise, and the customer can send a first message easily.

13. Run the final pre-publication check

Before Publish, confirm:

  • [ ] The ad account, currency and time zone are correct.
  • [ ] The Campaign objective supports Messaging apps.
  • [ ] Any required Special Ad Category is declared.
  • [ ] WhatsApp is the only selected messaging app.
  • [ ] The Facebook Page and WhatsApp Business number are correct.
  • [ ] Optimization is for conversation starts, not only link clicks.
  • [ ] Budget type, amount, start and end time are correct.
  • [ ] Delivery locations are markets the business can serve.
  • [ ] Customer and support languages match.
  • [ ] Feed, Stories and Reels previews are not incorrectly cropped.
  • [ ] Creative, prices and claims are accurate.
  • [ ] The call to action is Send WhatsApp Message.
  • [ ] The WhatsApp welcome and questions preview correctly.
  • [ ] A person or AI process is ready to respond promptly.
  • [ ] The payment method and payer have been authorized by the owner.
  • [ ] A person with the right authority will make the final Publish decision.

Before increasing delivery, use an internal test account to open the ad preview and enter WhatsApp. Confirm the number, language, prefilled message and first response. Do not impersonate a real customer or use customer data for the test.

14. Measure the whole path, not only clicks

Build this funnel:

Ad impression
→ Tap Send WhatsApp Message
→ Start a WhatsApp conversation
→ Qualified enquiry
→ Quote or recommendation
→ Order

In Ads Manager, monitor spend, impressions and CPM, messaging conversations started, cost per conversation, and results by creative, audience and placement.

In WhatsApp or your sales system, add first-response time, qualified-enquiry rate, quote rate, close rate, advertising cost per order, and the ad or opening question associated with each order.

Meta also offers an advanced CTWA and Conversions API course. Move to purchase-event optimization only when you have reliable event definitions, user consent, data governance and a sound implementation. Never upload incomplete or invented sales data merely to unlock an option.

15. Eight common problems

WhatsApp is not available

Check the objective, Page connection, number ownership and permissions. Do not substitute a website URL or generic wa.me link and call it a native CTWA setup.

The ad opens Messenger instead

Multiple messaging apps are probably selected. Return to Ad Set and leave only WhatsApp enabled.

Check the Ad-level call to action and Ad Set conversion location. A Traffic ad containing a WhatsApp link is not the same configuration.

The number is missing

Confirm it is a WhatsApp Business number connected to the intended Page or business assets, and that you have access to both the Page and ad account.

The preview works but nobody messages

Check continuity between the promise in the creative and the first WhatsApp screen. Does the ad attract people with a real question, or only curiosity? Is the prefilled message natural and the welcome short?

Conversations arrive but they are poor fits

Optimize for qualified conversations, not merely volume. Tighten the promise and eligibility language before building a complicated targeting stack.

The ad is rejected

Read the specific policy reason, then check the creative, landing experience, business category and claim. Do not repeatedly submit the unchanged ad.

Boosting can be convenient, but it exposes fewer controls. Use Ads Manager when you need to verify destination, optimization, audience, placements, conversation template and measurement.

16. The post-click sales process determines the result

Even a correctly configured CTWA campaign can fail commercially if the response process is slow or generic.

Before delivery, decide:

  • Who answers during each time period.
  • The acceptable first-response time.
  • Which one question qualifies a new enquiry.
  • When to recommend, quote or hand over to a person.
  • How to follow up when the customer becomes silent.
  • How to record the originating campaign and creative.
